Get a Florida Identification Card

A Florida Identification (ID) Card is an official form of photo identification issued by the State of Florida for residents who do not hold a valid Florida driver license. Identification cards are commonly used for banking, travel verification, employment, voting, and other everyday needs.

Identification cards must be applied for in person so your photo and signature can be captured. Our office is here to help make the process simple and stress-free.

What You’ll Need

Primary Identification

An original of one of the following documents with complete name:

  • U.S. birth certificate, including some U.S. territories and District of Columbia (birth certificates from Puerto Rico must have an issue date after July 1, 2010); or
  • Valid U.S. passport or passport card; or
  • Consular Report of Birth Abroad; or
  • Certificate of Naturalization, form N-550 or form N-570; or
  • Certificate of Citizenship, form N-560 or form N-561.

NOTES

  • Only a birth certificate issued by a county health department or the CDC Bureau of Vital Statistics will be accepted. Hospital birth certificates are not considered a certified document and will not be accepted.
  • Please come prepared to present one of the above listed identification documents as proof of citizenship or legal presence.
  • When applicable, marriage certificates, court orders or divorce decrees must be provided to link the name on the primary identification to the name on the driver license or ID card.
  • If a valid U.S. passport has the customer’s current name, they are not required to present additional name change documents.

Proof of Social Security

An original of one of the following documents with complete name and complete SSN:

  • Social Security card (with the customer’s current name);
  • W-2 form (not handwritten); or
  • Pay check/stub; or
  • SSA-1099; or
  • Any 1099 (not handwritten).

Proof of Residential Address

Customers may not use their current driver license or ID card as proof of residential address.

Customers must submit two different documents with their Florida residential address (printouts or faxes of these documents are acceptable). We will no longer accept out-of-state or U.S. territory addresses for applicants obtaining a Florida Class E license or identification card.

Residential address documents include, but are not limited to:

  • Household information documents – Deed, mortgage, monthly mortgage statement, or residential rental/lease agreement; or
  • Florida voter registration card; or
  • Valid Florida vehicle registration or title; or
  • Utility bill – (Ex. water, gas, electricity, cell phone, cable) (must be dated within the last 60 days); or
  • Automobile payment booklet (must be dated within the last 60 days); or
  • Selective service card (must be dated within the last 60 days); or
  • Medical or health card and/or medical bill (must be dated within the last 60 days); or
  • Homeowner and/or automobile insurance policy or bill (must be dated within the last 60 days); or
  • Employer documentation (W-2 form or 1099 form, paycheck stub
  • A letter from a homeless shelter, transitional service provider or a half-way house verifying the customer resides at the shelter address. (must be dated within the last 60 days); or
  • Financial statements (bank, credit cards or investment accounts) (must be dated within the last 60 days)
  • Mail/documents used by Federal, State, County or City government agencies (including cities and county agencies) (must be dated within the last 60 days)
  • Sexual Offender/Sexual Predator/Career Offender: (must be dated within the last 60 days) Certification of Address, section A, and the FDLE Registration form completed by the local sheriff’s department.

Customers who do not have any of the above documents in their name may have the person they reside with complete a Certification of Address form along with two proof of address documents listed on that form.  The person the customer lives with must be present at the issuance office or must sign a Certification of Address form in the presence of a notary.

In accordance with the REAL ID Act, customers are not required to present these documents for subsequent renewals unless their information changes (e.g., name, address). However, if the customer is applying for a Commercial Learner’s Permit (CLP) or Commercial Driver License (CDL), they must present proof of residence documents as outlined below.

Online

For online driver license or ID card renewals, duplicates or to change your address:

  • You will need your driver license or ID card number, social security number, and date of birth.
  • You will need your most recently issued driver license, ID card or motor vehicle registration.
  • Your existing name, date of birth, sex, and any restrictions must be correct.
  • You must have an existing digital image on record.
  • You must use a Visa, MasterCard, American Express or Discover card.

Note: Some people may not qualify to use online services. (ie. those who do not have a digital image on file and non-U.S. Citizens)

Once a transaction has been processed through the Internet neither this office nor the Department of Highway Safety and Motor Vehicles can cancel the transaction.

Who is eligible for a Florida Identification Card?

Florida Identification Cards are available to Florida residents who do not hold a valid Florida driver license. You may only have one form of state-issued identification—either a driver license or an ID card, not both.

Do I need an appointment to get an identification card?

We do not require an appointment. Walk-ins are always accepted. Visiting earlier in the day may help reduce wait times. Check our wait times online before coming.

What if my name has changed?

If your current legal name is different from the name on your identity document, you must provide legal documentation such as a marriage certificate, divorce decree, or court order.

Can I get an identification card if I am not a U.S. citizen?

Yes. Non–U.S. citizens may qualify if they provide valid immigration documents issued by the U.S. Department of Homeland Security and meet all other requirements.

How long is a Florida Identification Card valid?

Most identification cards are valid for eight years. Limited-term cards issued to non–U.S. citizens may have shorter validity periods based on immigration documentation.

How much does an identification card cost?

The standard fee for an original or replacement Florida Identification Card is $31.25. Additional fees may apply in certain situations.

What payment methods are accepted?

Our office accepts cash, check, debit cards, and credit cards. Convenience fees may apply to card transactions. The Tax Collector does not keep any portion of the convenience fee. 100% of the fee belongs to the credit card processing company.

What should I do if my identification card is lost or stolen?

You must visit a Tax Collector office in person to request a replacement and bring acceptable identification documents.

Can I use a Florida Identification Card for air travel?

Yes, but travelers should ensure their ID meets REAL ID requirements. Our staff can help confirm whether your documentation qualifies.

Do I need to surrender an out-of-state ID card?

If you hold an out-of-state driver license or identification card, it may need to be surrendered when applying for a Florida ID, depending on the issuing state.

How long does it take to receive my identification card?

In most cases, your Florida Identification Card is issued during your visit once all requirements are met.
