Alisa Hernandez

Director of Tax Collections & Delinquent Services

Alisa Hernandez serves as the Director of Tax Administration & Delinquent Services and has proudly served the Tax Collector’s Office for more than 28 years. Throughout her career, she has developed extensive knowledge and experience in tax administration, delinquent tax processes, customer service, and statutory compliance. She is committed to providing accurate information, exceptional customer service, and maintaining the highest standards of professionalism while supporting the office’s mission of serving taxpayers and the community.

During her tenure with the Tax Collector’s Office, Alisa has held several positions, including Title & Registration Clerk and Hunting & Fishing Supervisor, before advancing into her current leadership role. These experiences have provided her with a comprehensive understanding of the many services the office provides and have helped shape her customer-focused approach to public service. Prior to joining the office, she gained valuable customer service experience that strengthened her communication, problem-solving, and relationship-building skills.

A lifelong resident of Hendry County, Alisa was born in Clewiston, Florida, and raised in LaBelle, Florida. She is proud to call this community home and values the opportunity to serve the residents and businesses of the area where she was raised. Outside of work, she enjoys spending time with her family and is blessed to be the mother of two daughters and grandmother to two wonderful grandchildren. Her dedication to family, community, and public service continues to inspire her commitment to excellence, integrity, and service in all aspects of her work.

Valerie Kelly

Chief Financial Officer

Hendry County, FL

Valerie Kelly is an accomplished Chief Financial Officer with more than 30 years of experience in finance, accounting, and public-sector administration. Throughout her career, she has demonstrated a strong commitment to financial stewardship, operational excellence, and organizational growth.

Valerie joined the Hendry County Tax Collector’s Office in September 1999 after gaining valuable experience with a local accounting firm. At the time, the Accounting and Finance Department consisted of only two employees. Through her leadership, dedication, and strategic vision, the department has grown significantly and evolved into a critical support division for both Operations and Administration.

As CFO, Valerie oversees a broad range of responsibilities, including financial management, state revenue collections, tax distribution processes, human resources administration, and the management of operational applications and systems. She plays a key role in ensuring compliance with state regulations, maintaining fiscal accountability, and implementing processes that improve efficiency and service delivery for the citizens of Hendry County. Her ability to balance financial oversight with operational leadership has contributed to the continued success and modernization of the office.

Valerie holds a Master of Finance degree from Colorado State University and remains committed to professional development and excellence in public service. Her extensive experience, collaborative leadership style, and dedication to innovation have earned her the respect of colleagues, employees, and community partners alike.

Outside of her professional responsibilities, Valerie enjoys fishing, traveling, and creating lasting memories with her husband, children, and grandchildren. She values family, community involvement, and the opportunity to explore new places and experiences.

Francisco Munoz

Chief Operations Officer | Chief Deputy

Francisco Munoz serves as the Director of Information Technology and Tax Administration for the Hendry County Tax Collector’s Office. Since joining the organization in April 2026, Francisco has quickly become an integral member of the leadership team, bringing innovation, technical expertise, and a commitment to operational excellence.

With a strong background in networking, cybersecurity, VoIP administration, and project management, Francisco is responsible for overseeing the agency’s technology infrastructure and cybersecurity initiatives while supporting strategic projects that enhance services for the citizens of Hendry County. In addition to his technology leadership responsibilities, Francisco provides administrative and operational support for Tax Administration services, supporting the office’s mission of providing efficient, accurate, and customer-focused service.

Francisco is deeply committed to staying at the forefront of technological advancement and places a strong emphasis on cybersecurity, risk management, and organizational resilience. He earned a Masters of Science in Cybersecurity and Information Assurance Degree from the University of Phoenix, graduating on the Dean’s List.

His academic achievements are complemented by several industry-recognized certifications, including CompTIA PenTest+, CySA+, Network+, and the (ISC)² Certified in Cybersecurity (CC) designation. Through a combination of technical expertise, strategic leadership, and a passion for continuous improvement, Francisco helps ensure the Hendry County Tax Collector’s Office remains secure, innovative, and prepared to meet the evolving needs of the community.

Francisco’s leadership extends well beyond technology. As Chief Operations Officer | Chief Deputy, he works closely with the Tax Collector to guide the agency’s daily operations, support executive decision-making, and lead initiatives that improve efficiency, strengthen organizational performance, and enhance the customer experience. His ability to combine technical expertise with strategic thinking and collaborative leadership has made him a trusted advisor and an integral part of the agency’s continued growth and modernization.

Amy Collins

Tax Collector

Hendry County, FL

Amy Collins was elected Hendry County Tax Collector in August 2024 and proudly assumed office in January 2025. With more than 28 years of public service experience, Amy has dedicated her career to serving the citizens of Florida through leadership, innovation, and a commitment to exceptional customer service.

Prior to becoming Tax Collector, Amy spent 23 years with the Lee County Tax Collector’s Office, where she advanced through multiple leadership positions including Senior Finance Specialist, Human Resources Administration Coordinator, Legal Coordinator, and Customer Service Assistant Manager. During her tenure, she gained extensive experience in finance, human resources, legal administration, operations management, customer service, and strategic planning.

Amy’s professional accomplishments include developing and implementing process improvements, managing complex financial and legal operations, overseeing large-scale personnel programs, and creating innovative solutions to improve efficiency and service delivery. Following her service in Lee County, Amy served as Executive Assistant to the Superintendent of Schools for the Hendry County School District, where she continued her commitment to public service and community engagement until she took office in January 2025.

Throughout her career, Amy has earned numerous professional certifications, including designation as a Certified Public Manager through Florida State University and a Certified Florida Collector through the Florida Department of Revenue. Her broad experience in government administration, finance, customer service, and leadership provides a strong foundation for serving the residents of Hendry County.

As Tax Collector, Amy’s vision is centered on providing fast, friendly, and effective service while ensuring transparency, accountability, and fiscal responsibility. Since taking office, she has focused on modernizing technology, expanding customer services, strengthening community partnerships, and creating a culture of excellence within the organization.

Amy is deeply invested in the Hendry County community and has volunteered with numerous local organizations, including the Hendry Regional Medical Center Foundation Board, the LaBelle Downtown Revitalization Corporation, Hendry County 4-H, youth athletics programs, and various charitable initiatives.

A lifelong advocate for public service, she remains committed to enhancing the customer experience, fostering community engagement, and ensuring the Hendry County Tax Collector’s Office continues to provide outstanding service to the residents of Hendry County.

Amy has been happily married to her husband, Todd, for 28 years. Together, they have raised two wonderful children and have built their lives around faith, family, and service to their community. As a lifelong resident of Southwest Florida, Amy understands the importance of strong communities, responsive local government, and creating opportunities for future generations.
