A non-immigrant is considered a temporary resident of Florida. Temporary residents must provide proof of legal presence in this country in order to be issued a driver license or identification card in Florida. Once lawful status has been verified, and the other licensing requirements met, you may receive a Florida driver license or identification card. Temporary resident driver license and identification cards will be good for the length of your legal status, up to one year. If your documents allow for more than one year you will have to apply for a renewal and show proof of lawful status in order to extend the driver license or identification card.

Step-by-Step Process
- Beginning August 1, 2025, all teen drivers ages 15-17 must complete the New 6-Hour Driver Education Traffic Safety (DETS) Course. This comprehensive course replaces the previous 4-hour TLSAE course for teen drivers.
- Applicants 18 and over must complete Traffic Law and Substance Abuse Education Course – This course is NOT offered in our offices and must be done with a third party. If you were previously licensed in another country this may be waived.
- Applicants 18 & over must complete Traffic Law and Substance Abuse Education Course – This course is NOT offered in our offices and must be done with a third party. If you were previously licensed in another country this may be waived.
- 50 Questions – 45 multiple choice questions about traffic laws and 5 multiple choice questions testing knowledge of different road sign meanings. * Must have 40 correct answers to pass.
- Vision Test – Using an eye machine you must pass with or without corrective lenses.

A non-immigrant driver license or identification card is issued to individuals who are legally present in the United States on a temporary basis. These credentials are valid only for the duration of the individual’s authorized stay.
Individuals with valid, unexpired immigration documentation such as visas, employment authorization, or other lawful temporary status may qualify. Eligibility is determined by federal verification systems and Florida law.
The expiration date will match the end date of your authorized stay in the United States, as verified through federal systems. It may expire sooner than the standard eight-year credential issued to U.S. citizens and permanent residents.
In order for Florida credentials to be compliant with the Federal Real ID Act, applicants must bring in certain documentation to prove identity. For a full list of required documents, please refer to our What to Bring website.
First time license applicants will also need to complete a 4-hour Traffic Law and Substance Abuse Education course, pass a written exam, vision test, and driving test.
